In Germany the TNO is a notified bodie for the "EG-Baumusterprüfbescheinigung" for Explosives.

I have another question.Does the TNO like AFSL?Or TNO is just an certificate for the packages of Explosives?

TNO is no certificate, it is an organization (http://www.tno.nl/content.cfm?context=overtno&content=overtno&item_id=32) in netherland (NL).
They made storage tests with the german BAM (http://www.bam.de/) ( transport and storage of fireworks (http://vulcanus.tno.nl/defensie_en_veiligheid/dreiging_en_bescherming/properties_of_energetic_m/pyrotechniek/index.xml) ) after the accident in Enschede.
