Since you are using English, what country do you happen to be in? It might be that the items have become illegal in the meantime and you are thus not able to find more effects.

A while ago, ATF ruled most blank firing guns with threaded muzzles "destructive devices" and the only ones still permitted are those 6mm blanks. Given that there was also a little mixup with regulations concerning fireworks, most 15mm flares were classified as explosive pest control device and thus required an ATF license. Good news is that they have been reworked (read - less pyrotechnic composition) and are now available again for everyone if you fill out a wildlife control statement.
