Germany:

Translating the basic rules and regulations could be of interest to more people...

All shells are for professional* use only. Same is true for all types of cakes with more than 200 grams of explosives. Single items, e.g. fountains are limited to 50 grams while rockets have a special limit of 20 grams total (the effects limited to 10 grams). Firecrackers are even more regulated.

There are additional regulations regarding igredients, these are indeed complicated. I suggest getting in touch with german companies, they know the market and the laws and regulations.

Classes: consumer fireworks (german class II) ist available to adults (18 years of age), but only during the last three working days of the year (western new year fireworks). During the year, a special permit is required.

Display fireworks (class IV) is for use by trained and licensed pyrotechnicians only.

In theory, there is a class III, but this requires a pyrotechnicians license to buy and use while the devices have to be tested and approved by the BAM. There is no market...

*Preloaded shells are possible, but rather limited due to ADR regulations (1.3G).

you can find informations about fireworks for (i think) the complete european union including restriction, etc.

the document is originally written by the irish government and is in english. in it mainly irish and uk-laws are treated but there is also a short section on sale-restriction in the eu (unfortunately no detailed information about the classification)
